This paper presents an X-band power-combined pulsed high power amplifier (HPA) based on the low insertion loss waveguide combiner. Relationships between the return loss and isolation of the magic Tee (MT) have been analyzed and the accurate design technique is given. The combination network is validated by the measurement of a single MT and a four-way passive network, and the characterization of the combined HPA module is designed, fabricated and discussed. The HPA delivers 200W output power with an associated power-added efficiency close to 40% within the frequency range of 7.8 GHz to 12.3 GHz. The combination efficiency is higher than 93%.
We observed the log normal, log-Weibull and K-distributed sea-clutter from high sea state 7 with an X-band radar for grazing angles between 3.1 and 17.5. To determine the sea-clutter amplitude statistics, we introduced the Akaike Information Criterion (AIC), which is more rigorous fit of the distribution to the data than the least-squares method.
In order to observe temporal distribution of sea clutter, radar echoes were taken from high sea state 7 at a fixed azimuth angle of 317. It is shown that the sea-clutter amplitudes obey the Weibull distribution at a grazing angle of 3.9, and obey both the Weibull distribution and K-distribution at grazing angles of 7.5 and 61.4. As the grazing angle increases, the shape parameters of Weibull distribution and K-distribution increase with both the distributions themselves tending to be closer to the Rayleigh distribution.

Fractals provide a good description of natural scenes and objects based on their statistically self-similar property. They are also used to discriminate natural or man-made objects because natural objects have a better fitting to the fractional Brownian motion (fBm) model than artificial objects. Sea clutter as natural phenomena well fit to the fBm to induce little error. On the other hand, targets as man-made objects induce much more error because they frequently deviate from the fBm model. Therefore, the fractal error has a good characteristic to detect targets buried in clutter. We modified the fractal error defined by Cooper to be suitable for radar image processing. For the X-band radar image, the performance of our proposed method is comparable to that of the Cooper's method. For the millimeter wave (MMW) radar images, our method is better than the Cooper's one.

Sea clutter was measured using an X-band radar at very high grazing angles between 8.2 and 17.5. The sea state was 7 with the wave height of 6 to 9m. The wind velocity was 25m/s. It is shown that sea clutter amplitudes obey the log-normal and K distributions using the Akaike Information Criterion (AIC) , which is more rigorous fit to the distribution to the data than the least squares method.
