    We focus on the development of new silicate phosphors for a white LED. In the europium doped silicate system, four LED phosphor candidates-- Li2SrSiO4:Eu2+, Ba9Sc2Si6O24:Eu2+ , Ca3Si2O7:Eu2+ and Ba2MgSi2O7:Eu2+ were found. Luminescent properties under near UV and visible excitation were investigated for the new Eu2+ doped LED silicate phosphors. These new phosphors have a relatively strong absorption band in a long wavelength region.

  • Resiliency of Network Topologies under Path-Based Attacks

    Network topology has no direct effect on the correctness of network protocols, however, it influences the performance of networks and their survivability when they are under attack. Recent studies have analyzed the robustness of the Internet in the face of faults or attacks which may cause node failures. However, the effect of link failure or a series of link failures has not been extensively examined, even though such a situation is more likely to occur in the current Internet environment. In this paper, we propose an attack-and-failure graph model and practical techniques for attacking strategies against nodes, edges or paths in order to reflect real-life attack scenarios. The resiliency of Internet topologies is examined under the attacking strategies, with various metrics including path-failure ratio and "attack power," which is defined as the ratio of the failure to attack. The experiments reveal that "path-based" attacks can result in greater damage to the connectivity of a network than the other types of attack. Nonetheless, the effectiveness of an attack depends on the objective that the attacker wants to achieve through the attack. The proposed simple but formalized approach can be a springboard for developing more resilient Internet topologies in a variety of aspects.

  • Piggyback Packetization of Duplicate Packets for Packet-Loss Resilient Video Transmission

    The transmission of duplicate packets provides a loss-resilience without undue time-delay in the video transmission over packet loss networks. However, this method generally deteriorates the problem of traffic congestion because of the increased bit-rate for duplicate packet transmission. In this paper, we propose a set of techniques for an efficient packetization and transmission of duplicate video packets. The proposed method transmits the duplicate packet containing high priority data that is quite small in volume but very important for the reconstruction of the video. This method significantly reduces the required bit-rate for duplicate transmission. An efficient packetization method is also proposed to reduce additional packet overhead which is required for transmitting the duplicate data. It is shown by simulations that the proposed method remarkably improves the packet loss-resilience for video transmission only with small increase of redundant duplicated data for each slice.

    In this paper, we propose an enlargement method for images with Gaussian noise based on the Laplacian pyramid (LP) representation. Unlike lowpass pre-processing approaches to the LP enlargement method, an embedded approach is used in this paper. Since the amplitude of Gaussian noise signals is smaller than the amplitude of image edge signals in the predicted LP stage, we adopt a modified ε-filter in the proposed LP enlargement algorithm to reduce the Gaussian noise. Experimental results show that the proposed method can obtain high accuracy denoise enlarged images.

  • Polyphase Downsampling Based Multiple Description Coding Applied to H.264 Video Coding

    This paper presents a video coding method that improves error resilient functionality of H.264 with good coding efficiency. The method is based on PD (polyphase downsampling) multiple description coding. The only changes to H.264 are inserting PD before the DCT process and having new data partitioning NAL units. A coded slice is sent on 3 data partitioning NAL units. A header NAL unit contains motion vectors and block modes. Each of the other two NAL units contains a description generated by PD multiple description coding. The experimental results on all 9 of the test sequences of JVT SVC show that the proposed method gives 0.5 to 5 dB enhancement over the existing H.264 FMO checker board mode with motion vector based error-concealment.

    In this paper, we present a polling scheme which allows for augmenting the support of voice communications in point co-ordination function (PCF) of IEEE 802.11 wireless networks. In this scheme, the Access Point (AP) of the Basic Service Set (BSS) maintains two polling lists, i.e. the talking list and the silence list. Based on the talking status of the stations identified via silence detection, two lists are dynamically adjusted by the AP. Temporary removal is applied to the stations in the silence list to further upgrade the performance. The conducted study based on simulation has shown that the proposed scheme can support more voice stations and has a lower packet loss rate than that obtained by four reference polling algorithms.

    Metro networks are based on SONET/SDH which uses the circuit switching technology. Circuit switching is inappropriate for the Internet traffic which is very bursty nature. Therefore, metro networks can become a bottleneck. In order to resolve this problem, the IEEE 802.17 working group has proposed the Resilient Packet Ring (RPR) technology. In order to provide fairness among stations in the RPR network, two types of RPR fairness mechanisms have been defined. However, the IEEE 802.17 RPR fairness mechanisms have the problem of inefficient use of the available bandwidth after the congestion at a node has been resolved. In this paper, we propose an improved bandwidth allocation in which, after the congestion resolution at a node, the node estimates the number of effective nodes transmitting traffic, measures the remaining bandwidth and fairly allocates the available bandwidth to effective nodes. To show the performance of our proposed mechanism, we have performed simulation and show that the proposed mechanism gives higher bandwidth utilization than the existing RPR fairness mechanisms.

    A novel error detection method based on coded block pattern (CBP) information verification is proposed for error concealment of inter-coded video frames transmitted in wireless channel. This method firstly modifies the original video stream structure by the aggregation of certain important information, and then inserts some error verification bits into the video stream for each encoded macro block (MB), these bits can be used as reference information to determine whether each encoded MB is corrupted. Experimental results on additive Gauss white noise simulation wireless channel and H.263+ baseline codec show that the proposed method can outperform other reference approaches on error detection performance. In addition, it can preserve the original video quality with a small coding overhead increase.

    Based on the observation that foveation analysis can be used to find most critical content in terms of human visual perception in video and image, one effective error resilience method is proposed for robust transmission of H.264 intra-coded frame in wireless channel. It firstly exploits the results of foveation analysis to find foveated area in picture, and then considers the results of pre-error concealment effect analysis to search for the center of foveation macro-blocks (MB) in foveated area, finally new error resilient alignment order of MB and new coding order of MB are proposed that are used in video encoder. Extensive experimental results on different portrait video sequences over random bit error wireless channel demonstrate that this proposed method can achieve better subjective and objective effect than original JM 8.2 H.264 video codec with little effect on coding rate and image quality.

    This paper introduces τk notation to be used to assess test generation complexity of classes of sequential circuits. Using τk notation, we reconsider and restate the time complexity of test generation for existing classes of acyclic sequential circuits. We also introduce a new DFT method called feedback shift register (FSR) scan design technique, which is extended from the scan design technique. Therefore, for a given sequential circuit, the corresponding FSR scan designed circuit has always equal or lower area overhead and test application time than the corresponding scan designed circuit. Furthermore, we identify some new classes of sequential circuits that contain some cyclic sequential circuits, which are τ-equivalent and τ2-bounded. These classes are the l-length-bounded testable circuits, l-length-bounded validity-identifiable circuits, t-time-bounded testable circuits and t-time-bounded validity-identifiable circuits. In addition, we provide two examples of circuits belonging to these classes, namely counter-cycle finite state machine realizations and state-shiftable finite state machine realizations. Instead of using a DFT method, a given sequential circuit described at the finite state machine (FSM) level can be synthesized using another test methodology called synthesis for testability (SFT) into a circuit that belongs to one of the easily testable classes of cyclic sequential circuits.

    We propose and demonstrate a new stacked packaging structure using silica-based planar lightwave circuits (PLCs) with integrated micro-mirrors. This structure enables us to integrate active devices on PLCs with certain flexibility as regards optical coupling design and device selection. To achieve this, we developed an integrated micro-mirror with an accurate reflection angle and shielding structures to prevent crosstalk, and successfully demonstrated an 8-channel photodiode array module with excellent characteristics consisting of a high responsivity of > 0.85 A/W and a low crosstalk of < -65 dB.

    Resilient Packet Ring (RPR) is a new technology currently being standardized in the IEEE 802.17 working group. The existed bandwidth allocation algorithms for RPR networks are not able to provide satisfactory solutions to meet the performance requirements. In this paper we propose one fair bandwidth allocation algorithm, termed PID-RPR, which satisfies the performance goals of RPR networks, such as fairness, high utilization and maximal spatial reuse. The algorithm is operated at each RPR node in a distributive way; the proportional, integral and differential (PID) controller is used to allocate bandwidth on the outgoing link of the node for the flows over the link in a weighted manner. To achieve the global coordination, one control packet containing every node's message runs around the ring in order to update the relevant message for all nodes on the ring. When the packet reaches one node, this node adjusts its own rate according to its own message in the control packet; in the meantime it updates other nodes' control message in the control packet. As the control packet propagates around the ring, each node can eventually adjust its sending rate to reach its fair share according to the fairness criterion, and the buffer occupancy at each node is kept within the target value. Our algorithm is of distributed nature in the sense that upstream ring nodes inject traffic at a rate according to congestion and fairness criteria downstream. The simulation results demonstrate that satisfactory performance of RPR networks can be achieved under the proposed bandwidth allocation scheme.

  • Improving Data Recovery in MPEG-4

    In this paper, we present an MPEG-4 decoding scheme based on reversible variable length code. The scheme is purely decoder based and compliance with the standard is fully maintained. Moreover, the data recovery scheme suggested in MPEG-4 can still be used as the default scheme. Simulation results show that the proposed scheme achieves better data recovery, both in terms of PSNR and perceptual quality, from error propagation region of a corrupted video packet, as compared to existing MPEG-4 scheme.

  • The Efficient and Robust Error Resilient Entropy Coding of Compressed Image for Wireless Communications

    Many image and video compression algorithms work by splitting the image into blocks and producing variable-length code bits for each block data. If variable-length code data are transmitted consecutively over error-prone channel without any error protection technique, the receiving decoder cannot decode the stream properly. So the standard image and video compression algorithms insert some redundant information into the stream to provide some protection against channel errors. One of such redundancy is resynchronization marker, which enables the decoder to restart the decoding process from a known state in the event of transmission errors, but its frequent use should be restricted not to consume bandwidth too much. The Error Resilient Entropy Code (EREC) is well known method which can regain synchronization without any redundant information. It can work with the overall prefix codes, which many image compression methods use. This paper proposes an improvement to FEREC (Fast Error-Resilient Entropy Coding). It first calculates initial searching position according to bit lengths of consecutive blocks. Second, initial offset is decided using statistical distribution of long and short blocks, and initial offset is adjusted to insure all possible offset value can be examined. The proposed algorithm can speed up the construction of EREC slots, and can preserve compressed image quality in the event of transmission errors. The simulation result shows that the quality of transmitted image is enhanced about 0.3-3.5 dB compared with the existing FEREC when random channel error happens.

    The rapid growth of multimedia applications has increased interest in the compression of video data. This paper presents a new method for improving the compression ratio of video data, which can be easily used in a multilayer environment for error resilience applications as well. Data of four luminance blocks in a macroblock are processed and arranged in such a way that important macroblock data is compressed in one block(A), while the rest of the three remaining data blocks(H,V,D) are given difference values in the horizontal, vertical and diagonal directions. This results in a reduced bitstream size because of the low-valued data present in the three blocks(H,V,D), giving better compression at low bitrates. In an error resilient environment, the important data block in a macroblock is transmitted in a secure channel while the remaining three blocks with difference data are sent via a lossy channel. If error occurs in the lossy channel, picture can still be reconstructed with reasonably good quality using only the block data that is transmitted in the secure channel.

    In this study, a cascade open-short-thru (COST) de-embedding procedure is proposed for the first time for on-wafer device characterization in the RF/microwave frequency regime. This technique utilizes the "open" and "short" dummy structures to de-embed the probe-pad parasitics of a device-under-test (DUT). Furthermore, to accurately estimate the input/output interconnect parasitics, including the resistive, inductive, capacitive, and conductive components, the "thru" dummy device has been characterized after probe-pad de-embedding. With the combination of transmission-line theory and cascade-configuration concept, this method can efficiently generate the scalable and repeatable interconnect parameters to completely eliminate the redundant parasitics of the active/passive DUTs of various device sizes and interconnect dimensions. Consequently, this method is very suitable for the on-wafer automatic measurement.

  • An Enhanced Fairness Algorithm for the IEEE 802.17 Resilient Packet Ring

    The fairness algorithm of the Resilient Packet Ring IEEE 802.17 standard suffers from throughput degradation under an unbalanced overload. This letter proposes an enhanced fairness algorithm using a valuable piece of information, represented by the transit buffer length, about congestion alleviation on a congested node, under which the throughput degradation can be completely improved.

    This paper focuses on the fatigue characteristics of the single crystal silicon (SC-Si) cantilever in relation with the critical design of micro electro-mechanical systems (MEMS). Development of MEMS actuators for optical communication usage is carried out successfully, for example, in optical switches and variable optical attenuators (VOA). In those devices, fatigue characteristics of the MEMS structure are crucial to its practical application. However, fatigue tests using real structures have not been carried out well. In this research, the fatigue life has been inspected at the actual device, under actual usage conditions for the first time. We obtained fracture rate λ from experimental results, and the value of Failure in Time (FIT) λ was about 0.3 FIT. This result indicates that these MEMS devices having enough reliability for practical usage.

    A novel NiSi technology with bi-layer Co/TiN structure as a capping layer is proposed for the highly thermal immune Ni Silicide technology. Much better thermal immunity of Ni Silicide was certified up to 700, 30 min post silicidation furnace annealing by introducing Co/TiN bi-layer capping. The proposed structure is successfully applied to nano-scale CMOSFET with a gate length of 80 nm. The sheet resistance of nano-scale gate poly shows little degradation even after the high temperature furnace annealing of 650, 30 min. The Ni/Co/TiN structure is very promising for the nano-scale MOSFET technology which needs the ultra shallow junction and high temperature post silicidation processes

    We have fabricated Al-gate MOS capacitors with a Si quantum-dots (Si-QDs) floating gate, the number of dots was changed in the range of 1.6-4.81011 cm-2 in areal density with repeating the formation of Si dots and their surface oxidation a couple of times. The capacitance-voltage (C-V) characteristics of Si-QDs floating gate MOS capacitors on p-Si(100) confirm that, with increasing number of dots density, the flat-band voltage shift due to electron charging in Si-QDs is increased and the accumulation capacitance is decreased. Also, in the negative bias region beyond the flat-band condition, the voltage shift in the C-V curves due to the emission of valence electrons from intrinsic Si-QDs was observed with no hysterisis presumably because holes generated in Si-QDs can smoothly recombine with electrons tunneling through the 2.8 nm-thick bottom SiO2. In addition, we have demonstrated the charge retention characteristic improves in the Si-QDs stacked structure.
